This issue can occur if you alter the regional settings in the Regional Settings tool in Control Panel, and then add a printer. For example, your printer may be configured to use A4 size paper instead of letter size paper, even though you may have previously configured your printer to use letter size paper. When you try to use your printer, your printer may be configured to use an incorrect paper size.
